 The problem is, the film’s uneven tone makes it hard to take any of it too seriously. The caricaturish portrayal of key figures, especially Neil Nitin Mukesh’s all-out-villain approach to playing Sanjay Gandhi makes this feel like an old-school Bollywood movie instead of a sharp political drama. Doesn’t help that he’s made to deliver punch-lines instead of dialogue. “Sarkaren challenge se nahin, chabuk se chalti hain.” Cringe.Indu Sarkar is at best an average movie. It’s the cinematic equivalent to one of those training manuals…think ‘The Emergency for Dummies’. I’m going with two out of five.

 On the whole, Indu Sarkar is an effective period drama meant only for the classes and it should do well in the good multiplexes of the cities only. However, given its dull start, that won’t be enough as it has to face the opposition of Mubarakan this week and of at least one big and/or star-cast film every week thereafter.

 Indu Sarkar demonstrates that it doesn't matter who is in charge if the thinking is oppressive. It serves also as potent warning to those in power now and in the future, threatening their legacies. Behave yourselves or else Madhur Bhandarkar will make a film about you.

 For almost half of the fiIm, Indu Sarkar remains the story of a docile, humble and meek orphan who surrenders to every whims and fancies of her husband even as she fights her own stammering and a lack of confidence. How this rather “homely” woman stumbles upon victims of a police raid in a slum, decides to fight for them and eventually becomes one of the most powerful voices of dissent during the Emergency, form the rest of the narrative.

 Indu Sarkar opens with the declaration of Emergency but its true beginning-point is a disclaimer proclaiming it as a work of fiction bearing nothing more than a chance resemblance to people, places, and events. I found that disclaimer to be less of a mandatory insert and more an apology for the film's artlessness.

 Bollywood has never been great with political cinema. Even by those lax standards, Indu Sarkar is the pits. It is high on dramatic flourish, low on impact. So insipid is the 139-minute film, it leaves you wondering why on earth it has seen the light of day unless you deign to consider the political purpose that it serves in the current political scenario. It's hard to find a purely cinematic reason for its existence.

 However, Indu Sarkar is at its best when it focuses on its protagonist's emotional struggles and dilemmas, leaving the politics behind. Indu and Navin’s story by itself is far more palatable than the elaborate political schemes surrounding them. Kirti Kulhari shoulders the responsibility of the central role with a lot of earnestness and keeps you interested. Tota Roy Chowdhury makes for a good foil to Indu. With Indu Sarkar, Bhandarkar drops most gimmicks and turns the page. But he is still far from Page 3

 That’s the problem with Indu Sarkar. The inherent constraints of the Bhandarkar style of story-telling could have been ignored, if the film had chosen to be a close analysis of the events that led up to one of India’s most turbulent periods, and its consequences. But it is reduced to an overwrought story of one woman called Indu Sarkar and her fight against the excesses of the Emergency. The big picture is subsumed, so much so that it almost vanishes.

Indu Sarkar Story:  

Set during the emergency period between 1975 - 1977, Indu Sarkar is based on the 21-month long period, when the then Prime Minister of India, Indira Gandhi had unilaterally declared a state of emergency across the country. Indu’s husband, a government employee, believes in using the state of Emergency to advance his career, but a moral and ideological discrepancy sets her on a own path.
